In this scene Mulder and Scully raid a building looking for possible suspect in a murder case. At 53 seconds in to the video Scully announces “dead body”! Right after that a picture of Princess Diana appears on the wall! Then an eye appears filling the screen. Having nothing to do with the plot. Looking to me like the all seeing eye.
