The Huntington Beach Haunting

This photo was taken in Huntington Beach by a friend of mine on the 4th of July. This photo is obviously more zoomed in than the original, and my friend also has photos taken from different angles around this area with no white, robed-looking figure in the background. It is very odd and I can’t think of any explanation for what this could be.
